El Presidente salvadoreño Mauricio Funes, del FMLN, se ha comprometido a investigar los incidentes de los últimos meses que parecen estar relacionados con el medio ambiente y la explotación minera de empresas extranjeras.  En concreto, como venimos informando, se trata de los asesinatos y las amenazas de muerte a ambientalistas de Cabañas.  Aunque algunos opinan que las muertes son resultado de la delincuencia común, otros aseguran que están provocadas por los intereses internacionales, cuyo deseo de explotar zonas mineras como El Dorado puede contaminar una enorme proporción del agua y terreno de El Salvador.  Funes acaba de afirmar su apoyo a los ambientalistas y su duda de que se pueda explotar el metal sin que se perjudique seriamente la salud pública.  Asimismo, el presidente ha ordenado que el Ministerio de Seguridad y la Policía Civil indaguen los casos de asesinatos, con el propósito de garantizar la justicia y la seguridad social, aunque grupos como la Mesa Permanente para la Gestión de Riesgos pide que se definan más las “buenas intenciones” del mandatario.  Por su parte, la empresa minera Pacific Rim afirma que las agresiones se deben simplemente a una disputa antigua entre familias locales. Oscar Luna, el Procurador para la Defensa de los Derechos Humanos en El Salvador, ha revelado que su familia y él han sido amenazados de muerte por grupos antidelincuenciales que dicen estar practicando una “limpieza social”.  Este mismo proyecto de “limpieza” fue denunciado por la entonces Procuradora para la Defensa de los Derechos Humanos, Beatriz de Carrillo, en 2006.  A Luna le han exigido por teléfono en dos ocasiones que abandone el país y de no hacerlo, o él o un familiar suyo sería asesinado.  Posiblemente con infiltrados en el grupo de derechos humanos, los autores de las amenazas dicen tener una lista de funcionarios que deberán salir de El Salvador por considerarlos un estorbo para su proyecto de “sanear el país”.  Entre otros grupos, CEMUJER – El Instituto de Estudios de la Mujer Norma Virginia Guirola de Herrera- y FESPAD – la Federación de Estudios para la Aplicación del Derecho – y FESS la Federación Sindical de El Salvador –  han condenado las amenazas en contra de Luna y la Procuraduría.  Tanto FESPAD como FESS también han sido objeto de amenazas y “esperamos que la fiscalía y policía utilice su equipo material y humano para poder aclarar este tipo de casos”, ha dicho Alejandro Ramos, Secretario General de esta última organización.  Por su parte, Luna, Defensor del Pueblo, ha interpuesto una demanda a las autoridades de la Policía Nacional Civil y la Fiscalía General de la República, quienes “tienen la información de las llamadas para que inicien una investigación”.  La PDDH surgió de los Acuerdos para la Paz de 1992, que pusieron fin a la guerra civil en El Salvador.  Su mandato general es “velar por el respeto y la garantía a los derechos humanos de la población salvadoreña”. This week we present the news of the latest assassination of an environmental activist, that of Dora Alicia Recinos Sorto of Cabañas. The report is produced by the University of Maine in collaboration with Radio Sumpul in El Salvador and US – El Salvador Sister Cities. El 26 de diciembre, seis días después del asesinato del activista Ramiro Rivera, dos hombres armados mataron a Dora Alicia Recinos Sorto, en Cantón Trinidad, Sesutepeque.   Recinos, de 32 años y embarazada de 8 meses, volvía de lavar la ropa en el río y también llevaba a su hijo de dos años.  Como su marido, Recinos era ambientalista, del Comité Ambiental de Cabañas, y trabajaba en contra de la explotación minera de la Pacific Rim, cuyo proyecto de extraer oro de la zona pone en peligro el agua de una enorme parte del país, contaminándola con el arsénico necesario para el proceso de extracción.  Su marido, José Santos Rodríguez, fue atacado con un machete en mayo de 2008 por Oscar Menjívar, quien actualmente se encuentra encarcelado por disparar 8 veces contra Ramiro Rivera el pasado agosto sin que lograra matarlo en esa ocasión. El nuevo asesinato es uno de una serie de incidentes que incluyen la violencia y amenazas de muerte a residentes de Cabañas, algunas cumplidas y otras sin éxito todavía.  Desde 2005, muchos residentes de Cabañas se han enfrentado a los intereses de la empresa minera Pacific Rim que tiene su base en Canadá con una segunda base en Estados Unidos que utiliza para alegar su derecho a explotar la mina salvadoreña El Dorado. El anterior presidente del país, Tony Saca, negó el permiso de excavación, pero a pesar de las protestas de algunos salvadoreños de la contaminación del medio ambiente que supondría reabrir la mina, los empleados de la empresa ven la reactivación de la mina como fuente de trabajo y desarrollo económico. Hector Berríos de MUFRAS-32 informó que Alicia había explicado cómo unos hombres armados habían llegado a la casa buscando a su esposo, pero sin encontrarlo.  MUFRAS-32 es el Movimiento Unificado Francisco Sánchez-1932, un Comité Internacional contra la Explotación Minera. Francisco Sánchez, líder campesino de Juayúa, fue ahorcado en 1932, fecha que fue seguido por 13 años de dictadura del General Maximiliano Hernández Martínez. MUFRAS publica el boletín “Quién dijo miedo?”.  El #4 está dedicado a los “Próceres: Creadores … mártires: luchadores”, quienes incluyen desde los más recientes a los padres Oscar Romero y Rutilio Grande y Farabundo Martí.  Este último fue fusilado por el régimen salvadoreño después del levantamiento de campesinos en 1932.  El partido del actual presidente, el FMLN, lleva su nombre. Se ha hecho un llamado al Fiscal de la República, Benjamín Barahona, al Ministro de Seguridad, Manuel Melgar, y a los diputados y a otras organizaciones internacionales a que investiguen esta nueva agresión junto con las otras.  Al mismo tiempo, se debe notar que El Salvador no es el único país donde ocurren: en noviembre, Mariano Abarca Roblero fue asesinado en Chicomuselo, Chiapas, México.  Era miembro de la Red Mexicana de Afectados por la Minería (REMA). El 20 de diciembre Ramiro Rivera Gómez, Vicepresidente del Comité Ambiental de Cabañas, fue ametrallado por sicarios en el Cantón Trinidad, de la ciudad de Ilobasco, Departamento de Cabñas.  Rivera Góme, era uno de los que encabezaban la resistencia en contra de la empresa minera canadiense Pacific Rim.  Participó en las actividades de conscientización y fue uno de los primeros que sufrió atentados por empleados de la empresa. El pasado 7 de agosto, Ramiro Rivera sufrió un intento de asesinato, recibiendo ocho impactos de bala en la espalda, pero logró sobrevivir.  Oscar Menjívar, que había agredido a otros activistas, fue detenido y acusado del intento de asesinato.  La comunidad dice que Menjívar fue empleado de la Pacific Rim, pero la empresa lo niega.  No se debe olvidar el asesinato de Marcelo Rivera, las amenazas a las compañeras de Radio Victoria, el intento de secuestro y asesinato del sacerdote Luís Alberto Quintanilla, las amenazas al director de ADES, las amenazas al resto de los miembros del Comité Ambiental de Cabañas. Los atacantes también hirieron a la hija de Rivera, una niña de trece o catorce años que iba con él. El dieciocho de junio, en Ilobasco, fue visto por última vez el militante ambientalista Gustavo Marcelo Rivera Moreno, cuyo cadáver fue rescatado el treinta de junio, con señales de tortura. Todo esto es parte de una escalada de violencia en el departamento de Cabañas en contra de personas que luchan por detener el proyecto minero de la Pacific Rim, cuya base es Vancouver, Canadá. Preocupa la violencia que se ha desatado en las comunidades, y preocupa la infuncionalidad de las instituciones del Estado. El Subdirector de la Policía Nacional Civil, Mauricio Landaverde, dijo que todo era delincuencia común. En referencia al asesinato de Marcelo Rivera, sólo se ha afirmado “que el hecho era resultado de violencia común y que no existen indicios de autoría intelectual” sin que se haya intentado descubrir el motivo del asesinato. Hay un llamado a denunciar la violencia que sufren los que se oponen al proyecto de Pacific Rim, y a la solidaridad con las comunidades que luchan contra su proyecto de explotación minera, respaldado por alcaldes de ARENA del departamento de Cabañas, que actúan con impunidad. Anteriormente se denunció la campaña de terror: la Comisión Interamericana de Derechos Humanos, en una resolución reciente, le ordenó al Estado del Salvador garantizar la vida de todas y todos los ambientalistas involucrados. Pero recientemente se están quitando las medidas de seguridad extraordinarias para los periodistas de Radio Victoria, quienes son objetos de amenazas, igual que Ramiro Rivera Gómez, que había sido amenazado de muerte de manera pública – amenaza que fue cumplida, a pesar de haber tenido la supuesta protección de dos policías. La empresa Pacific Rim en la actualidad ha demandado al estado de El Salvador por 100 millones de dólares, por no haber podido llevar a cabo la explotación minera, derecho que alega tener de acuerdo con el tratado de CAFTA.   El pueblo salvadoreño denuncia la violencia y la aparente incapacidad o falta de voluntad de la policía y el Fiscal de proteger a los activistas y acabar con estos actos.
