This is Kathleen March with WERU&#8217;s US-El Salvador Report.  This week we take a brief look at the behavior of the Secret Service in El Salvador.  The report has been prepared by the University of Maine in collaboration with Radio Sumpul and US-El Salvador Sister Cities.
	Varios miembros del Servicio Secreto de Estados Unidos visitaron un club de bailarinas nudistas en El Salvador durante la visita del presidente Obama, en marzo de 2011. El periodista Chris Halsne entrevistó al subcontratista que trabajó con el equipo de avanzada del Servicio Secreto (francotiradores, expertos con perros amaestrados y explosivistas) que llegó una semana antes de la visita de Obama a San Salvador.  “&#8230; la mayoría del equipo &#8230; pagó extra para tener acceso a la sección VIP del club, donde recibieron favores sexuales a cambio de un pago en efectivo”, según la noticia de KIROTV.
	Halsne entrevistó al propietario del club, quien confirmó la visita de los miembros del Servicio Secreto y de escoltas militares, la semana antes de la llegada de Obama y su familia.  El propietario dijo que el ser un sitio “seguro” y “privado” hace que lleguen a menudo empleados de alto nivel de la embajada de EUA y agentes del FBI y DEA.   Los estadounidenses afirmaron que era su costumbre participar en dichas actividades.
	Hubo un caso muy similar recientemente en Cartagena de Indias, Colombia, que creó un escándalo, poco antes de la Cumbre de las Américas de este mes. La Secretaria de Seguridad Nacional, Janet Napolitano, compareció ante el Comité Judicial del Senado para responder acerca del incidente, en el que estaban involucrados agentes del Servicio Secreto y militares que contrataban a prostitutas. Según las investigaciones, algunos agentes contrataron sexiservidoras en Cartagena y las llevaron al hotel donde se alojaba el destacamento, antes de que llegara la delegación presidencial. Al menos nueve agentes han dimitido o han sido expulsados de la agencia, y siguen las investigaciones.
	Napolitano aseguró que lo de Cartagena había sido un incidente aislado y reiteró su confianza en el director del Servicio, Mark Sullivan. También la secretaria insistió que la seguridad del Presidente no había corrido ningún peligro en Cartagena.
	El portavoz de la Casa Blanca, Jay Carney, trató de distanciarse de los nuevos informes. &#8220;No vamos a comentar rumores o especulaciones que aparecen en los medios sobre éste u otros incidentes potenciales&#8221;, dijo Carney en una rueda de prensa en la Casa Blanca. El portavoz del Servicio Secreto, Edwin Donovan, también trató de rebajar el impacto de las nuevas alegaciones. &#8220;La reciente investigación en Cartagena ha generado varias historias periodísticas que contienen afirmaciones en general hechas por fuentes no reveladas&#8221;, dijo en un comunicado.  De todas maneras, en Colombia les están exigiendo disculpas a los estadounidenses por haber éstos dañado la imagen del país.
	De confirmarse estas nuevas alegaciones sobre incidentes en El Salvador, se echaría por tierra la imagen que el Servicio Secreto ha tratado de transmitir acerca de que lo sucedido en Cartagena es un incidente aislado y no una práctica más o menos habitual de sus agentes cuando salen al extranjero.  De hecho, hay noticias de incidentes similares en Rusia, Argentina y Brasil.  Desde Colombia, Obama había advertido que de confirmarse la conducta inapropiada de los encargados de su seguridad en Cartagena, se &#8220;enfadaría mucho&#8221;, y exigió una investigación, que ha resultado en el despido de casi una decena de agentes y otros funcionarios. Debe recordarse que la prostitución es ilegal en todo Estados Unidos salvo en el estado de Nevada.

Transcript: This is Kathleen March with WERU&#8217;s US-El Salvador Report.  Our topic today is a continuation of the mining controversy and its effects on the environment.  The report has been prepared by the University of Maine in collaboration with Radio Sumpul and US-El Salvador Sister Cities.
	Hay comunidades del departamento salvadoreño de Morazán que todavía sufren los efectos de los residuos de los metales pesados de una mina trasnacional que operó entre 1870 y 1970, según el Centro de Investigación sobre Inversión y Comercio (CEICOM).  La investigación, &#8220;Determinación de metales pesados en suelos, sedimentos y semilla de maíz, en áreas agrícolas expuestas a desechos de minería metálica y su repercusión en la cadena alimenticia&#8221;, se hizo en El Divisadero (Morazán).  Los impactos de los desechos han afectado a la comunidad La Alamera, en El Divisadero, y al caserío Villa Modelo.  En La Alamera está la mina Monte Cristo, propiedad de la trasnacional Commerce Group, de Estados Unidos, que extrajo oro y plata durante un siglo. Los desechos de la extracción del oro quedaron dispersos, y décadas después del cierre de la mina, siguen contaminando.
	Los metales pesados afectan también la cadena alimenticia.  Cubiertos por maleza, se confunden con el suelo para cultivos.  La investigación duró un año. El estudio afirma que &#8220;la explotación minera en El Salvador es inviable&#8221;. No hay una ley que prohíba la minería, pero el presidente Funes ha dicho que no autorizará proyectos de exploración y explotación minera.
	Los suelos y sedimentos de fuentes de agua del caserío La Alamera están excesivamente contaminados por metales pesados.  Los resultados del estudio fueron analizados según las normas internacionales de la Unión Europea, ya que en El Salvador no hay parámetros para la calidad de los suelos y el agua. “Encontramos plomo en 34,5 miligramos por kilogramo de muestra, la norma internacional dice que para umbrales de contaminación deben estar debajo de 20 miligramos por kilogramos de muestra. Encontramos cadmio en 994, encontramos aluminio en casi 2.000 en miligramos por kilogramo de muestra y las normas están diciendo abajo de 20. En el caso del cadmio dice 2 y hemos encontrado 9”, indicó la bióloga de CEICOM, Cidia Cortés.
	En La Alamera &#8220;fueron abandonadas cantidades excesivas de pilas de cola provenientes de las actividades mineras de los siglos XVII y siglo XVIII donde hubo un apogeo de oro en El Salvador” dijo Cortés.  Las pilas de cola son la basura tóxica que resulta del proceso de extracción del oro y plata, al aplicarles cianuro y mercurio a las rocas para separar el mineral. A esta basura tóxica le llaman “lama de mina”; el nombre del cantón se debe a este término. “Esas lamas se dispersaron por toda la región en el transcurso del tiempo, y se confundieron con la tierra y en esa tierra están produciendo maíz y maicillo, frijoles, hortalizas, la gente de ese cantón”, aclaró Cortés.
	Según el análisis del maíz, el grano no está contaminado, pero puede estarse acumulando en otras partes de la planta. Se sospecha que otros alimentos como güisquileras, ayotes, pepinos, bananos y aguacates están contaminados. Los sedimentos de agua en el cantón muestran toxicidad también.  En invierno y verano es abrevadero de animales silvestres y domésticos. “El agua ácida, con contaminación metálica se la beben las vacas, se la beben las gallinas y eso es parte de la dieta de la gente”, dijo Cortés.  Es necesario investigar para saber si hay plomo en la sangre de la población. “El estado debería de intervenir y hacer investigación más en profundidad y determinar si conviene o no declarar estado de emergencia” agregó Cortés. Hay contaminación por la explotación minera, en la comunidad Vía Modelo del municipio del Divisadero, zona que consideraban los campesinos del lugar “libre de lama”. Allison Kanoti is a forest entomologist with the Maine Forest Service division of forest health and monitoring.  Her responsibilities includeadministering the five state-specific quarantines on pests and plants that threaten Maine&#8217;s 18 million acres of forest land, coordinating programs related to survey for the state-quarantined insect pests and responding to inquiries from the public regarding forest and shade tree health.  Allison earned her master&#8217;s degree in forestry from the University of Maine after completing her thesis work on balsam woolly adelgid.  She received a bachelor&#8217;s degree in forest biology from the University of Vermont. 
Dr. Amy Arnett is a Professor at Unity College. She has published widely in the field of insect ecology and is particularly interested in understanding the impact of invasive species on natural communities.
Kathleen Dunckel is a faculty member in the Center for Natural Resource Management and Protection at Unity College. She is also a Ph.D. student in forest resources at the University of Maine. Her research is centered on using geospatial technology to inform decision making in resource management and land use planning.

	La Mesa Nacional Frente a la Minería Metálica entregó una versión de la Evaluación Ambiental Estratégica (EAE) a los diputados de la Comisión de Medio Ambiente y Cambio Climático, para que el tema de la política minera volviera a tratarse en la Asamblea Legislativa; se ha atrasado porque autoridades gubernamentales no han publicado los resultados oficiales del informe. El documento es un resumen de la EAE, que el Ministerio de Economía y Ministerio de Medio Ambiente y Recursos Naturales no han publicado, impidiendo la aprobación de una ley que prohíba la explotación minera. El informe contiene las bases para una política nacional.  “La Evaluación Ambiental Estratégica &#8230; que plantea &#8230; que en El Salvador, no existen condiciones para que se pueda desarrollar la explotación minera”, según Héctor Berrios, de la Mesa Nacional Frente a la Minería.
 	El documento nota que hay niveles altos de contaminación y degradación de muchos recursos naturales &#8211; algo peligroso para la salud y que crea riesgos de catástrofes naturales. Casi el 90 por ciento del país está en riesgo por su geografía y condiciones geológicas; el 95 por ciento de la población vive en zonas de peligro, con una alta densidad de personas, pobreza, urbanización precaria, deforestación y otras condiciones. Los recursos hídricos están muy afectados: el agua de los ríos se redujo en la zona norte en época seca hasta en un 80 por ciento entre 1970 y 2000.
	Las organizaciones sociales en contra de la minería no quieren regular sino que se prohíba completamente la explotación. Según el presidente de la Unidad Ecológica Salvadoreña Ángel Ibarra, no cumplen con la Ley del Medio Ambiente.“&#8230; si nosotros no nos ponemos rígidos y le vamos a pedir a la Corte de Cuentas, esta EAE, es ni más ni menos una basura, no sirve para nada,” dijo.
	En la Asamblea Legislativa se pospuso el debate por la falta de la evaluación ambiental. “Este tema no debemos de retrasarlo más; hay que discutirlo &#8230; porque las empresas están agresivas en las comunidades, están agresivas demandando al estado por el tema de la minería”, se señaló. Se cree que los delegados del Ministerio de Medio Ambiente y Recursos Naturales y el Ministerio de Economía siguen ocultando información.
	Esta evaluación ambiental surgió de la polémica por una propuesta de ley de 2006 que prohibiría la explotación minera en El Salvador, y que fue enviada de nuevo a la Asamblea Legislativa en 2010. En abril de 2011 el Ministerio de Economía inició con el plan de consultas de la EAE, para establecer criterios que definiesen una política respecto al sector minero. La Dirección de Hidrocarburos y Minas del Ministerio de Economía, dijo que el informe ha sido enviado al Ministerio de Medio Ambiente y Recursos Naturales para que éste responda pero que no ha sido devuelto ni se respondió a los intentos de solicitar comentario.
	El Ministerio de Medio Ambiente tiene 29 proyectos con permisos de exploración y 73 solicitudes para realizar actividad minera; pero se cree que no han recibido ninguna autorización ni permisos de exploración.  La Mesa Nacional frente a la Minería Metálica entregó a la Asamblea Legislativa los resultados de la Evaluación Ambiental Estratégica del sector minero y exige inmediata aprobación de la Ley que prohíbe la Minería Metálica en El Salvador.  En la Semana del Agua de marzo, la Mesa Nacional frente a la Minería Metálica insistió en que prohibir la extracción de metales era imprescindible para combatir el deterioro de la calidad de la vida y la crisis ambiental.
