Hello. This is Kathleen March with WERU's US-El Salvador Report.  This week's topic is the law against the Maras and similar groups that has just been passed in the Salvadoran Legislature.  The report was prepared by the University of Maine in collaboration with Radio Sumpul in El Salvador and US-El Salvador   Sister Cities.

La Ley de Proscripción de Maras, Pandillas, Asociaciones y Organizaciones de Naturaleza Criminal acaba de ser aprobada; hubo 78 votos a favor en la Asamblea de 84 diputados.  El proyecto de ley fue presentado al Parlamento a finales de julio por el Ministerio de Seguridad. "Es evidente el fortalecimiento y el incremento de la gravedad y el impacto de la actividad delictiva de las maras o pandillas. Se vuelve necesario aumentar el control sobre estas agrupaciones", dice el documento.   Así aumenta su lucha contra la delincuencia organizada.

La nueva normativa tiene 11 artículos; define como ilegal la existencia de las pandillas, así como el apoyo a ellas.  Establece penas de cuatro a seis años a los miembros y de siete a diez años a los cabecillas. Actualmente los miembros de las maras pueden servir tres años de cárcel.  Los menores de edad serán procesados con las leyes de menores ya existentes.  Las cuentas bancarias de miembros o colaboradores de las pandillas podrán ser congeladas si la Fiscalía lo ordena.  Los diputados de la comisión de Seguridad y Combate al Narcotráfico están preparando un dictamen para aprobar un añadido al artículo 347 del Código Penal, en el que se criminalizará también la provisión de armas a estos grupos.

La aprobación de la Ley, según los diputados, “es una herramienta legal” para que las autoridades puedan combatir la criminalidad que afecta a la sociedad. Los diputados se mostraron optimistas con la aprobación de esta Ley que el Ejecutivo solicitó desde julio; el crimen llegó a niveles extremos el 20 de junio, cuando 17 personas murieron calcinadas, asesinadas por supuestos pandilleros en un microbús.  Esto llevó al gobierno a solicitar apoyo a la Legislatura.

La Ley en los últimos días encontró un obstáculo: el Gobierno quería incorporar el prohibir los “grupos de exterminio”; fue rechazado por los diputados, que creían que no había pruebas de la existencia de tales grupos. Los diputados acordaron suprimir el término y simplemente indicar un ejemplo de grupos de exterminio, como la “Sombra Negra”. La Ley dice: “son ilegales y quedan proscritas las llamadas pandillas o maras tales como las autodenominadas Mara Salvatrucha, MS-13, Pandilla Dieciocho, Mara Máquina, Mara Mao Mao y las agrupaciones, asociaciones u organizaciones criminales tales como la autodenominada Sombra Negra; por lo que se prohíbe la existencia, legalización, financiamiento y apoyo de las mismas”.

Ernesto Angulo, de ARENA, dijo que “esperamos que esta Ley la hagan efectiva, y bajen el número de los homicidios… no es la mejor Ley para nosotros, pero hemos tratado de sacar la mejor Ley”. César Reyes, también de la derecha, añadió que “le corregimos la plana al Ejecutivo, ahora está la Ley y es su responsabilidad combatir la criminalidad… ya dimos nuestro grano de arena”. “Nosotros esperamos que esta Ley no sea una más, pedimos a todas las instituciones que no sólo la Ley sino también la reforma al Código, debe tratar de cumplirse”, afirmó Benito Lara, del FMLN.

Antonio Almendáriz, del PCN, presidente de la Comisión de Seguridad Pública del congreso, subrayó la importancia de la Ley y el apoyo que la Asamblea da al gobierno para luchar contra la criminalidad.  “…el Código Penal y el Procesal Penal ya era suficiente para poderlo hacer, pero ya que el Ejecutivo solicitó esto para las maras y pandillas [...] no podían dejarse por fuera actos como los sucedidos (este año) en Suchitoto, Tonacatepeque...”, explicó.

Hello. This is Kathleen March with WERU's US-El Salvador Report. This week's topic is the continued violence in El Salvador and Honduras. The report has been prepared by the University of Maine in collaboration with Radio Sumpul in El Salvador and US--El Salvador Sister Cities.
En El Salvador, el número de muertos diarios debido a la violencia social es similar al de la guerra civil. En 2009, en este país centroamericano, considerado el más violento de Latinoamérica, hubo más de 4.300 asesinatos.  La tasa de homicidios fue poco más de 70 por cada 100 mil habitantes, siete veces más de lo que la Organización Mundial de la Salud considera epidemia.  A mediados de 2010, no se ve cambios para la sociedad salvadoreña. Los muertos incluyen miembros del transporte colectivo (choferes, cobradores), vendedores informales, miembros de pandilla y otros. El sector transporte es uno de los blancos cotidianos; se exige a los conductores una cuota de dinero para no asesinarlos. Ha habido más de 70 muertes en 2010.
Este año, cerca de 2.000 personas han sido asesinadas ya. La presencia de pandilleros, crimen organizado, narcotráfico y secuestradores, armas ilegales y posibles grupos de exterminio crean un terreno fértil para la violencia. En mayo, un pandillero fue asesinado y su abdomen estaba marcado con “M 18”; sobre su cuerpo había dos mensajes: “La justicia está en nuestras manos” y “La paga del pecado es la muerte".
También en 2010 ha habido cinco masacres, la última en la provincia de La Paz.  Unos armados interrumpieron un partido de fútbol y pidieron que los espectadores se levantaran la camisa. Los que tenían tatuajes fueron apartados del grupo. Tres personas murieron por disparos; cuatro fueron heridas de gravedad.  El crimen organizado y las pandillas aumentan su poder adquisitivo a través de las extorsiones a comerciantes y empresarios del transporte colectivo. Con el dinero que recaudan compran armas en el mercado negro. Es posible que los grupos se estén infiltrando en los cuerpos de justicia y seguridad del país.
El ministro de Justicia y Seguridad Pública, Manuel Melgar, afirmó que se han decomisado fusiles de guerra que entran por “puntos ciegos” en la frontera. Las zonas de mayor violencia son San Salvador, Santa Ana, San Miguel y Sonsonate, con entre 12 y 14 asesinatos al día.  Los opositores del presidente Mauricio Funes afirman que el combate a la delincuencia no ha tenido los resultados esperados. La última encuesta del Instituto Universitario de Opinión Pública de la Universidad Centroamericana “José Simeón Cañas” indica que la lucha contra la delincuencia es el área de la evaluación más crítica: según más del 63% de la población, en el primer año de gobierno de Funes la delincuencia aumentó.  La directora del Instituto, Jeannette Aguilar, afirmó que “La violencia que el país está enfrentando es el resultado de la confluencia de dinámicas criminales en las que participan el crimen organizado internacional, las mafias, las estructuras de criminalidad a nivel local, las pandillas y la delincuencia común; a esto se suman los grupos armados ilegales (de exterminio, sicarios), asociados a estructuras de poder político, que están generando zozobra en la población”.
El director general de la Academia Nacional de Seguridad Pública, Jaime Martínez Ventura, señaló que la criminalidad de la sociedad salvadoreña tiene otras causas, como las medidas de Arena cuando fue gobierno:  “Las políticas erráticas que se impusieron durante más de 20 años, caracterizadas por la prevalencia de un enfoque estrictamente punitivo, de mano dura y concentrado casi exclusivamente en la delincuencia común y en las pandillas".  Cree que sería un error utilizar el ejército para la seguridad pública, y que no cambiaría nada.

Hello.  This is Kathleen March.  Welcome to WERU's US-El Salvador Report.  This week's topic is the gathering of an international group of poets with the theme of "Against violence, poets of the world in El Salvador."  The report has been prepared by the University of Maine in collaboration with Radio Sumpul in El Salvador and US-El Salvador Sister Cities.
El 16 de este mes escritores de Centroamérica y México abrieron un encuentro de poesía, con un recital, en contra de la violencia en El Salvador.  Esta actividad quiere comunicar un mensaje de paz a los jóvenes del país centroamericano, según afirmaciones de los organizadores.
El encuentro mesoamericano con el tema de "Contra la violencia, poetas del mundo en El Salvador" se ha llevado a cabo a lo largo de varios días, con clausura el 21 de agosto, explicó el secretario general del Movimiento Internacional Poetas del Mundo, capítulo El Salvador, Fredy Pacheco. La inauguración fue en el Palacio Tecleño de la Cultura y las Artes, en la ciudad de Santa Tecla, situada a 12 kilómetros de la capital de San Salvador.  Pacheco informó que los casi 60 escritores que se han reunido en esta ocasión han organizado recitales y realizarán diálogos en escuelas y universidades de las ciudades de San Salvador y Santa Ana.
"Con este evento la poesía llega a los niños y jóvenes, luego ellos visitarán a la poesía", informó el escritor salvadoreño René Cruz, añadiendio que "la poesía tiene que ser más allá de la voz, tiene que ser el verbo encarnado, capaz de liberar".  Señaló el mismo escritor que con actos de este tipo se quiere abrir una "nueva era" en la que la cultura y el arte pueden ayudar a solucionar lo que llama "conflictos y debilidades" en el país.
El escritor guatemalteco Enrique Godoy Durán afirmó que para resolver el problema de la violencia en Centroamérica se necesita "menos discurso y más acción".
La poeta nicaragüense Ninozka Chacón dice que se siente "muy feliz" de estar en El Salvador y que no es necesario que la poesía sea "subliminal" para que transmita un "mensaje de paz" a la sociedad.  Afirma Chacón: "Es un honor representar a mi país en este evento y sobre todo en esta proclama por la paz y en contra de la violencia", refiriéndose a un documento que los participantes piensan firmar hoy, sábado, con la clausura del encuentro.  Otros participantes incluyen la poeta turca Ayten Mutlu, el alemán Juergen Polinske, la colombiana Maggy Gómez Sepúlveda y la chilena Cándida Pedersen.
Parte del programa ha sido una visita de los poetas a la cripta del arzobispo de San Salvador Óscar Arnulfo Romero, en la catedral salvadoreña.  Romero fue asesinado en 1980 mientras decía misa en un funeral.  El encuentro, apoyado por el Centro Español en El Salvador, ha terminado con la lectura de un manifiesto en contra de la violencia en El Salvador.
Freddy Pacheco, representante del capítulo El Salvador, ha explicado que con los actos poéticos se "busca contribuir con los principios de respeto a la vida, la libertad y la justicia, desechando la violencia".  De hecho, en El Salvador, mueren 12 personas diariamente debido a la inseguridad pública. "El evento poético tiene carácter mesoamericano y su fin es contribuir al logro de una sociedad respetuosa de la vida, la libertad y la justicia, desechando la violencia como obstáculo que se interpone en la construcción de un mundo mejor", dijo Pacheco. "Como producto de este evento, elaboraremos un manifiesto contra la violencia en todas sus formas que atentan contra la vida de nuestra población y publicaremos una antología con una muestra poética de todos los participantes".

How do chambers of commerce play in this game?  How do/can they think about how they are serving the development of the region?  How do regions go about attracting the small businesses as well as the LLBean’s, Fairchild Semiconductor, LNGs etc?  How does the region create the image, of its current and future business climate?  How does it convince its citizenry that this IS the direction?

We start with New Surry Theatre and their upcoming production of the musical Damn Yankees, which has a baseball setting.  Eight performances will take place in August on the 5th, 6th, 7th, 12th, 13th, 14th, 20th and 21st at the Blue Hill Town Hall Theater.  All shows are at 7:30.  The show on the 12th is a special benefit for the Cancer Support Group of Maine.  Tickets are available by calling 374-5556 and at the Blue Hill Library.  More information is available at newsurrytheatre.org.

As Israeli settlements continue to expand in the West Bank, the  Palestinian farmers’ ability to grow food to support themselves has been  threatened or made impossible. Farmers have responded with nonviolent  resistance, replanting trees and making efforts to continue working on the lands  declared by the Israeli Defense Force as closed military zones.
